Texas declares state of emergency over West Nile virus


The US state of Texas is battling a deadly outbreak of the mosquito-borne West Nile Virus. At least 17 people have died. The city of Dallas has declared a state of emergency and now drastic measures not seen in decades are being put into action. Al Jazeera's Andy Gallacher reports.
