What
Iori means here is that the American representatives did not turn up
to the meeting.
The
Americans are making any form of assistance conditional on the
Japanese signing an agreement whereby the operator TEPCO would take
on COMPLETE liability, letting US corporations off the hook.
Until
then, as far as the US is concerned, the Japanese are on their own,
Again, money trumps over human lives.
One
wonders if the Japanese ever responded to an earlier Russian offer of
assistance

According
to the government of Japan, 2 American representatives made default
in the meeting of the expert’s group for Fukushima decommissioning.
It’s
also an advisory group for the fuel removal of reactor4 pool.
It was their 1st meeting.
Among
6 members, only American members were absent from this meeting. They
are Douglas Chapin, the principal of MPR and Rosa Yang,
the Senior Technical Executive from Electric Power Research
Institute. These members are the chairman and vice chairman of the
expert’s group. As the substitute conferee of Douglas Chapin,
who is the chairman of the expert group, Bob Coward attended the
meeting.
The
group is called International Expert Group, which is to give advice
to IRID (International Research Institute for Nuclear
Decommissioning). IRID is a research institute to develop technology
and grow the human resource for Fukushima decommissioning.
The
meeting was held from 9/23~9/27/2013.
Other
members are from England, France, the Ukraine and Russia.
The
reason of absence was not announced.

TEPCO preparing new report on Fukushima:
The head of Tokyo Electric Power Company says the utility is preparing a new report on what caused the crisis at its Fukushima plant.
The step is seen as part of the company's efforts to gain understanding for restarting 2 reactors in Niigata Prefecture, central Japan.
TEPCO President Naomi Hirose told a Lower House panel on Wednesday that the company plans to shortly release its findings on Fukushima.
Hirose said TEPCO has continued to examine the cause of the March 2011 disaster through an expert panel. Members include US and British nuclear power experts
The new report follows one released in June 2012 on the results of the company's own investigations. But the first report left many questions unanswered.
Hirose said TEPCO will also present the report to Niigata Prefecture for review.
A prefectural technical panel is examining safety features of the Kashiwazaki-Kariwa plant, where the utility hopes to restart 2 reactors.
TEPCO apparently decided a further probe into Fukushima was needed to gain the prefecture's approval.

Japan to revise downward greenhouse gas cut plan
Japan plans to revise sharply downward its greenhouse gas reduction target because of the nuclear accident at the Fukushima Daiichi plant.
The crisis resulted in all the reactors in the country being shut down. The setback is expected to come under international criticism.
The move comes after Prime Minister Shinzo Abe instructed relevant ministers in January to work out a new target from scratch. It will be submitted to a UN climate change convention that opens on Monday in Poland.
The government says it now plans to reduce the country's greenhouse gas emissions by 3.8 percent from the volume in 2005 by 2020.
That would effectively be an increase of about 3 percent from 1990, a sharp reverse from the previous plan set by the former government.
In 2009, the Democrats-led administration set a reduction target at 25 percent from 1990 by 2020.
