NATO instructors present in Southern Ukraine

This
photo was shot at May 3, in the city of Nikolayev, near the stairs of
Nikolayev Regional State Administration building. Nikolayev is a
region of southern Ukraine, situated N-E of Odessa.
The
photo shows the foreign officers with armband emblems of the United
States, Canada and Italy, maybe some of them are instructors from
other NATO countries. And now the million question: What are they
doing there? Weren't they bitching that Russian agents/military men
are the ones involved in the events happening there?
