SYRIAN WAR REPORT – SEPTEMBER 11, 2017: ARMY CRUSHES ISIS DEFENSE, PREPARES FOR FINAL PUSH IN DEIR EZZOR CITY

11 September, 2017

Pro-government forces have achieved a decisive victory over ISIS in the southern countryside of Deir Ezzor city.

On Saturday, the Syrian Arab Army (SAA) TigerForces, the Syrian Republican Guard (SRG) and their allies liberated Maliha village, the Tayyem oil field and reached the Thurda Mountains south of the city. Separately, government troops overrun the ISIS defense in the cemetery area inside Deir Ezzor and established a corridor to Deir Ezzor Airport breaking the ISIS siege on this strategic military facility.
On the same day, Abu Mustafa, a commander of the Hezbollah operation in Deir Ezzor gave an interview to the the Lebanese al-Mayadeen news TV channel inside the airport. He officially confirmed the Hezbollah involvement in the anti-ISIS operation and praised the Syrian leadership, the Hezbollah leadership as well as Russia for the support to Deir Ezzor. Hezbollah members have been operating in Deir Ezzor since 2014 when they were airlifted to the airport.
On Sunday, the SAA and its allies seized the Panorama Area and established a full control over the Palmyra-Deir Ezzor highway. Then, they liberated the Thurdah Mountains and pushed ISIS out from their remaining positions south of the cemetery area.
The Hezbollah media wing in Syria announced Deir Ezzor Airport was fully secured and it will be operational again as soon as possible.
According to pro-ISIS sources, the terrorist group killed over 80 Syrian soldiers, destroyed at least two battle tanks and 10 vehicles as well as captured few Anti-Tank Guided Missiles (ATGM) and 2 vehicles belonging to the SAA during the recent clashes. On the other hand, pro-government sources have not provided detailed reports about the alleged ISIS losses since Saturday.
The US-led coalition and the Kurdish-dominated Syrian Democratic Forces (SDF) used the SAA success in Deir Ezzor in order to launch own operation against ISIS in the province.
On Saturday, the SDF announced a start of the “al-Jazeera Tempest” campaign aimed at capturing the entire area north and east of Deir Ezzor city. This means that the SDF seeks to seize the strategic Omar oil field as well as may try to capture some parts of the Deir Ezzor-Baghdad highway cutting off this vital supply line that could be established between Iraq and Syria.
On Sunday, the SDF reached the industrial zone in the northwestern countryside of Deir Ezzor city after re-capturing a number of points in the Khabur river valley with almost no ISIS resistance.
ISIS claimed that its members destroyed a Humvee and a heavy gun of the SDF with ATGMs in al-Kurafi village and conducted a VBIED attack on the SDF in some area 20km north of Deir Ezzor.
The US-led coalition officially confirmed that it provides equipment, training, intelligence and logistics support, precision fires and battlefield advice for SDF units involved in the operation. Meanwhile, sources linked to the so-called Raqqah Civil Council, a body created by the SDF to rule Raqqah, claimed that Major General Rupert Jones, Deputy Commander-in-Chief of the US-led coalition, said that the coalition will not allow the SAA to cross the Euphrates River and even threatened to strike the SAA. These claims have not been denied or confirmed by the coalition.
Now, government forces have two options in Deir Ezzor province:
  1. To liberate the remaining ISIS-held area in Deir Ezzor city;
  2.  To outflank the city in order to encircle it and to block further SDF advances in its northern countryside.
The second one could easily led to escalation between the Syrian-Russian-Iranian alliance and the US-led coalition.

US-BACKED FORCES ANNOUNCE PLANS FOR “LIBERATING DEIR EZZOR CITY”, FORMING “CIVIL COUNCIL” TO RULE IT

On Monday, US-backed forces announced plans for “liberating Deir Ezzor city” and forming a “civil council” to rule the city after its expected liberation.
According to pro-Kurdish sources, “a group of tribal sheiks” linked to the Deir Ezzor Military Council (DMC), which is a part of the Kurdish-dominated Syrian Democratic Forces (SDF), released a statement claiming that the DMC and the SDF are going to liberate Deir Ezzor city “from the clutches of IS mercenaries”.
They also announced a formation of committees that will supervise the formation of the Deir Ezzor Civil Council to rule Deir Ezzor city and its countryside after its liberation.

Unfortunately, the group of sheiks didn’t reveal how US-backed forces are going to liberate Deir Ezzor from ISIS when a major part of the city is already liberated by the Syrian Arab Army (SAA) and its allies.
Pro-government sources already called the statement a PR move aimed at showing to the international audience the SDF “good will” to establish a “democratic governance” in the area.
If US-backed forces really make an attempt to establish its control over at least a part of Deir Ezzor city under a pretext of combating ISIS, this may lead to an escalation between the SAA and the SDF on the ground.
The Hasakah-based Kurdish media outlet “Hawar News Agency” released a full text of the statement (SOURCE):
The Syrian Democratic Forces and Deir ez Zor [Deir Ezzor] Military Council began ” al–Jazeera Tempest” campaign as a first phase of liberating the city of Deir ez Zor from the clutches of IS mercenaries, which spread the destruction, killing and displacement through Deir ez Zor land.People suffered from the successive regimes which were characterized by depriving the people of the most basic rights, while their city swim on a sea of underground resources, people suffer from thirst while the immortal Euphrates River crosses the city.
Therefore, we initiated a group of clans’ notables to call for the establishment of a preparatory committee to discuss the foundations and principles of the establishment of the Deir ez Zor Civil Council similar to the civil council of different cities liberated from the grip of terrorism which managed the cities efficiently caught the attention and respect of the world.
Our discussions resulted in the crystallization of a common vision resulting from a preparatory committee tasked with following up consultations with clans’ sheikhs, social, political and cultural activities and notables of Deir ez Zor to reach a final form that expresses the aspirations of all our people in Deir ez Zor.

This results in the construction of a civil council for Deir ez Zor concerned with the administration of the city as soon as it is released
Therefore, we in the preparatory committee, as well as the notables of the dynastic clans, declare our support for the campaign of “al- Jazeera Tempest ” and the Syrian Democratic Forces and consider it the legitimate holder of our dreams of liberation and the return of displaced people to their homes. We likewise call all the jealous youth from the villages and tribes of Deir ez Zor to the Syrian Democratic Forces and its participation in the honor of fighting terrorism and defeating it from our country.
We also expect all the clans’ notables and sheikhs of the city to take their initiative and to join with all their strength in supporting these forces and their participation in undertaking responsibility. And we hope that our political, cultural and social activities will be of the best help to the liberation campaign of Deir ez Zor, and may God support us with this”.
