They're spying on toddlers in the UK now

I read a comment from someone living in Brighton who said that Britain was the only country in the world that hates children - a slight exaggeration, I'm sure. But even in Stalinist USSR they didn't spy on toddlers and children.

Senior management and governors should make sure their staff can identify children at risk of being drawn into terrorism. They should also be able to refer children and young people for further help.
