Guillotines in Canada??

I have been reporting on some strange things presumably going on in Canada.

Sometimes it gets just plain NUTTY. How far do you need to go to confirm a narrative?

What they are referring to is this.

Could they mean something like this?  Guillotines do have other uses other than cutting off heads - like cutting paper or sheet steel.
