More than 9,000 recovering coronavirus patients in New York state were released from hospitals into nursing homes early in the pandemic under a controversial directive that was scrapped amid criticism it accelerated outbreaks, according to new records obtained by The Associated Press.
The new number of 9,056 recovering patients sent to hundreds of nursing homes is more than 40 percent higher than what the state health department previously released. And it raises new questions as to whether a March 25 directive from Gov. Andrew Cuomo’s administration helped spread sickness and death among residents, a charge the state disputes.New York may have undercounted COVID-19 deaths among nursing home residents by thousands, the state attorney general charged in a report Thursday that dealt a blow to Gov. Andrew Cuomo's oft-repeated claims that his state is doing better than others in protecting its most vulnerable.
The 76-page report found an undercount of more than 50%, backing up the findings of an Associated Press investigation last year that focused on the fact that New York is one of the only states in the nation that count residents who died on nursing home property and not those who later died in hospitals.
Such an undercount would mean the state's current official tally of 8,711 nursing home deaths to the virus is actually more than 13,000, boosting New York from No. 6 to highest in the nation.
Gov. Andrew Cuomo’s top aide privately apologized to Democratic lawmakers for withholding the state’s nursing home death toll from COVID-19 — telling them “we froze” out of fear that the true numbers would “be used against us” by federal prosecutors, The Post has learned.
The stunning admission of a coverup was made by secretary to the governor Melissa DeRosa during a video conference call with state Democratic leaders in which she said the Cuomo administration had rebuffed a legislative request for the tally in August because “right around the same time, [then-President Donald Trump] turns this into a giant political football,” according to an audio recording of the two-hour-plus meeting.
“He starts tweeting that we killed everyone in nursing homes,” DeRosa said. “He starts going after [New Jersey Gov. Phil] Murphy, starts going after [California Gov. Gavin] Newsom, starts going after [Michigan Gov.] Gretchen Whitmer.”

A group of Democratic state senators demanded Friday that Gov. Andrew Cuomo be stripped of his emergency authority to deal with the coronavirus crisis in the wake of The Post’s revelation that his administration covered up nursing home death data because of a pending federal probe.
“While COVID-19 has tested the limits of our people and state — and, early during the pandemic, required the government to restructure decision making to render rapid, necessary public health judgments — it is clear that the expanded emergency powers granted to the Governor are no longer appropriate,” the 14 lawmakers said in a prepared statement.
“While the executive’s authority to issue directives is due to expire on April 30, we urge the Senate to advance and adopt a repeal as expeditiously as possible.”
The International Academy of Television Arts and Sciences announced Friday that it is breaking with tradition and awarding its International Emmy Founders Award to a real politician who is currently in office. New York Gov. Andrew Cuomo is being honored his daily coronavirus briefings earlier this year.
"The Governor's 111 daily briefings worked so well because he effectively created television shows, with characters, plot lines, and stories of success and failure," the academy's president and CEO, Bruce Paisner, explained in a statement announcing the decision. "People around the world tuned in to find out what was going on, and New York tough became a symbol of the determination to fight back."
Gov. Andrew Cuomo’s Emmy Award should be rescinded over The Post’s revelation that his administration withheld nursing home death data amid a probe by federal prosecutors, a Queens councilman said Friday.
In a letter to the International Academy of Television Arts & Sciences, Councilman Robert Holden (D-Queens) said the group’s rationale for honoring Cuomo with its International Emmy Founders Award was no longer valid.
“The Academy awarded Governor Cuomo ‘in recognition of his leadership during the COVID-19 pandemic & his masterful use of TV to inform and calm people around the world,'” Holden wrote.
“We now know that his TV appearances and clout were used to mislead the public regarding how their loved ones died.”

The California Department of Public Health (CDPH) issued recommendations for skilled nursing facilities on preparing for COVID-19 — and told them to prepare to receive and care for residents with suspected or confirmed COVID-19 infections.
The all-facilities letter (AFL) sent on March 19 tells SNFs to prepare for COVID-19, the disease caused by the novel coronavirus that emerged late last year. While noting that “elderly persons and those with chronic medical conditions may be at higher risk for severe illness and death from COVID-19,” it directs California SNFs to be ready to take in patients that are confirmed or suspected of having the disease.
