Oct. 3, 2013: Radioactive water leaked from another tank at the
Fukushima No. 1 nuclear plant and spilled into the ocean following
bungled work to prepare for a typhoon [...] [Tepco] estimated that
about 430 liters breached the barrier surrounding the leaking tank in
the B-South area and entered a drainage ditch leading to the sea. “We
believe (contaminated water) flowed into the ocean,” Masayuki Ono,
acting general manager of TEPCO’s Nuclear Power and Plant Siting
Division, said at an Oct. 3 news conference. According to TEPCO
officials, a large volume of rainwater had accumulated within the
barrier in the B-South area on Oct. 2. Workers that day pumped the
water into the tanks from 8:30 a.m. until shortly after noon to make
room for additional rainwater from the approaching typhoon.

On October 2, we have done rainwater transfer from inside the dike to
tanks in the B area (south), for the purpose of preventing overflow
of rainwater inside the dike in B area (south), due to the rainfall
by the
approaching Typhoon No.22.
[...] At 9:55 PM, we found that the leaked water was not only
dropping inside of the dike but also dropping to the outside of the
dike via the scaffold installed around the tank for inspections work.

determined that this incident corresponds to “a case when nuclear
fuel material (not in the form of gas) or the like has leaked
within an area controlled by the company due to an unpredictable
event such as a failure of a nuclear reactor facility for power
generation” as per Article 18, item 12 of the regulations
concerning the operational safety and the protection of specified
nuclear fuel material at the TEPCO’s Fukushima Daiichi
NPS nuclear reactor facilities. It cannot be denied that the water
leaked from the top plate of the tank flowed into the drainage (the
drainage channel C) via the side ditch nearby, and leaked into the
sea. [...]

not much else that we can do about it besides monitor its progress,
and try to do something to cool it.

Unit 3 has wisps of steam coming out — actually, pretty good volume
of steam. So something is hot down there. Cold shut down
also means that it is below the boiling point for water in
atmospheric conditions […] It’s not even that, so where is the
cold shutdown?
