Following up this article.. Tepco admitted the collapse and subsidence in Fukushima plant area / “but the damage scale not verified” [URL]
On 10/25/2013, Tepco released the photos of the collapsed slope in Fukushima nuclear plant. The mud spread largely. It looks like the earth contained a lot of water.

Tepco hung the cloth over the tanks / “Typhoon countermeasures”

Two more typhoons may be hitting Japan from this weekend.
Having contaminated rainwater overflow continuously, Tepco was required to reduce the volume of rainwater to fall into the tank area.
As a result, they chose to hang the cloth over the tanks, which is supposed to be their preventing means.
