WHO says coronavirus seldom spreads through asynptomatic carriers but walks back its claims

There were three things that frightened me about this 

coronavirus at first: it was very lethal; it had an Ro of 4; it was 

spread through assymptomatic carriers.

Time has shown that NONE of these were true.

Now they have walked the whole thing back and claim it is all a "misunderstanding"

The WHO contradict each other at every step. Is it bureaucratic incompetence or something worse?
