The video below, from a licensed Private Detective, reveals that through a "policy change" every customer of AT&T Cellular services is now tracked 24/7/365 whether they have their cellular phone turned on -- or OFF. 
The phone still communicates with AT&T cell towers to "ping" location info, even when owner turns phone off; turns "data" off and turns off location services. 
The private detective performs "sweeping" for listening devices for private citizens, and has known for years he must turn off his cell phones when checking for devices inside a client location.  But recently, he and his crew found that their cell phones were still emitting location data, even though the phones were turned off!
He called AT&T and found they changed their policy to track every cellular customer, every 15 to 30 seconds, whether the customer has the phone on or not.
Even if you turn off location services, turn off cellular data, or turn the phone itself off, the phone still pings the cell tower with your location!
