Bill English blames councils for gap between rich and poor

Finance Minister Bill English has lashed out at councils, saying they're to blame for the gap between rich and poor.

Mr English made the comments at the release of the government's annual financial statements this afternoon.

He says inequality would have reduced over recent decades, if not for land planning policies that have restricted housing growth and affordability.

Mr English says councils need to understand those policies "are causing poverty".
