September 07, 2017 "Information Clearing House" - The annual BRICS summit in Xiamen – where President Xi Jinping was once mayor – could not intervene in a more incandescent geopolitical context.

Once again, it’s essential to keep in mind that the current core of BRICS is “RC”; the Russia-China strategic partnership. So in the Korean peninsula chessboard, RC context – with both nations sharing borders with the DPRK – is primordial.


Beijing has imposed a definitive veto on war – of which the Pentagon is very much aware.


Pyongyang’s sixth nuclear test, although planned way in advance, happened only three days after two nuclear-capable US B-1B strategic bombers conducted their own “test” alongside four F-35Bs and a few Japanese F-15s.


Everyone familiar with the Korean peninsula chessboard knew there would be a DPRK response to these barely disguised “decapitation” tests.


So it’s back to the only sound proposition on the table: the RC “double freeze”. Freeze on US/Japan/South Korea military drills; freeze on North Korea’s nuclear program; diplomacy takes over.


The White House, instead, has evoked ominous “nuclear capabilities” as a conflict resolution mechanism.


Gold mining in the Amazon, anyone?


On the Doklam plateau front, at least New Delhi and Beijing decided, after two tense months, on “expeditious disengagement” of their border troops. This decision was directly linked to the approaching BRICS summit – where both India and China were set to lose face big time.


Indian Prime Minister Narendra Modi had already tried a similar disruption gambit prior to the BRICS Goa summit last year. Then, he was adamant that Pakistan should be declared a “terrorist state”. The RC duly vetoed it.


Modi also ostensively boycotted the Belt and Road Initiative (BRI) summit in Hangzhou last May, essentially because of the China-Pakistan Economic Corridor (CPEC).


India and Japan are dreaming of countering BRI with a semblance of connectivity project; the Asia-Africa Growth Corridor (AAGC). To believe that the AAGC – with a fraction of the reach, breath, scope and funds available to BRI – may steal its thunder, is to enter prime wishful-thinking territory.




Still, Modi emitted some positive signs in Xiamen; “We are in mission-mode to eradicate poverty; to ensure health, sanitation, skills, food security, gender equality, energy, education.” Without this mammoth effort, India’s lofty geopolitical dreams are D.O.A.


Brazil, for its part, is immersed in a larger-than-life socio-political tragedy, “led” by a Dracula-esque, corrupt non-entity; Temer The Usurper. Brazil’s President, Michel Temer, hit Xiamen eager to peddle “his” 57 major, ongoing privatizations to Chinese investors – complete with corporate gold mining in an Amazon nature reserve the size of Denmark. Add to it massive social spending austerity and hardcore anti-labor legislation, and one’s got the picture of Brazil currently being run by Wall Street. The name of the game is to profit from the loot, fast.


The BRICS’ New Development Bank (NDB) – a counterpart to the World Bank – is predictably derided all across the Beltway. Xiamen showed how the NDB is only starting to finance BRICS projects. It’s misguided to compare it with the Asian Infrastructure Investment Bank (AIIB). They will be investing in different types of projects – with the AIIB more focused on BRI. Their aim is complementary.


‘BRICS Plus’ or bust


On the global stage, the BRICS are already a major nuisance to the unipolar order. Xi politely put it in Xiamen as “we five countries [should] play a more active part in global governance”.


And right on cue Xiamen introduced “dialogues” with Mexico, Egypt, Thailand, Guinea and Tajikistan; that’s part of the road map for “BRICS Plus” – Beijing’s conceptualization, proposed last March by Foreign Minister Wang Yi, for expanding partnership/cooperation.


A further instance of “BRICS Plus” can be detected in the possible launch, before the end of 2017, of the Regional Comprehensive Economic Partnership (RCEP) – in the wake of the death of TPP.


Contrary to a torrent of Western spin, RCEP is not “led” by China. Japan is part of it – and so is India and Australia alongside the 10 ASEAN members. The burning question is what kind of games New Delhi may be playing to stall RCEP in parallel to boycotting BRI.


Patrick Bond in Johannesburg has developed an important critique, arguing that “centrifugal economic forces” are breaking up the BRICS, thanks to over-production, excessive debt and de-globalization. He interprets the process as “the failure of Xi’s desired centripetal capitalism.”


It doesn’t have to be this way. Never underestimate the power of Chinese centripetal capitalism – especially when BRI hits a higher gear.


Meet the oil/yuan/gold triad


It’s when President Putin starts talking that the BRICS reveal their true bombshell. Geopolitically and geo-economically, Putin’s emphasis is on a “fair multipolar world”, and “against protectionism and new barriers in global trade.” The message is straight to the point.


The Syria game-changer – where Beijing silently but firmly supported Moscow – had to be evoked; “It was largely thanks to the efforts of Russia and other concerned countries that conditions have been created to improve the situation in Syria.”


On the Korean peninsula, it’s clear how RC think in unison; “The situation is balancing on the brink of a large-scale conflict.”


Putin’s judgment is as scathing as the – RC-proposed – possible solution is sound; “Putting pressure on Pyongyang to stop its nuclear missile program is misguided and futile. The region’s problems should only be settled through a direct dialogue of all the parties concerned without any preconditions.”


Putin’s – and Xi’s – concept of multilateral order is clearly visible in the wide-ranging Xiamen Declaration, which proposes an “Afghan-led and Afghan-owned” peace and national reconciliation process, “including the Moscow Format of consultations” and the “Heart of Asia-Istanbul process”.


That’s code for an all-Asian (and not Western) Afghan solution brokered by the Shanghai Cooperation Organization (SCO), led by RC, and of which Afghanistan is an observer and future full member.


And then, Putin delivers the clincher; “Russia shares the BRICS countries’ concerns over the unfairness of the global financial and economic architecture, which does not give due regard to the growing weight of the emerging economies. We are ready to work together with our partners to promote international financial regulation reforms and to overcome the excessive domination of the limited number of reserve currencies.”


To overcome the excessive domination of the limited number of reserve currencies” is the politest way of stating what the BRICS have been discussing for years now; how to bypass the US dollar, as well as the petrodollar.


Beijing is ready to step up the game. Soon China will launch a crude oil futures contract priced in yuan and convertible into gold.


This means that Russia – as well as Iran, the other key node of Eurasia integration – may bypass US sanctions by trading energy in their own currencies, or in yuan. Inbuilt in the move is a true Chinese win-win; the yuan will be fully convertible into gold on both the Shanghai and Hong Kong exchanges.


The new triad of oil, yuan and gold is actually a win-win-win. No problem at all if energy providers prefer to be paid in physical gold instead of yuan. The key message is the US dollar being bypassed.


RC – via the Russian Central Bank and the People’s Bank of China – have been developing ruble-yuan swaps for quite a while now.


Once that moves beyond the BRICS to aspiring “BRICS Plus” members and then all across the Global South, Washington’s reaction is bound to be nuclear (hopefully, not literally).


Washington’s strategic doctrine rules RC should not be allowed by any means to be preponderant along the Eurasian landmass. Yet what the BRICS have in store geo-economically does not concern only Eurasia – but the whole Global South.


Sections of the War Party in Washington bent on instrumentalizing India against China – or against RC – may be in for a rude awakening. As much as the BRICS may be currently facing varied waves of economic turmoil, the daring long-term road map, way beyond the Xiamen Declaration, is very much in place.

A former economic advisor to the Reagan administration believes that Western banks and governments are a threat to Greek sovereignty and to its peoples' standard of living, and that only by re-aligning itself with Russia can Greece stave off these 'marauders.'

MOSCOW, January 30 (Sputnik) — Greece will be able to escape being dominated by "marauding" Western banks if it pursues greater cooperation with Russia and the BRICS, believes Paul Craig Roberts, former Assistant Secretary of the Treasury in the Reagan administration.

In an article published on Thursday on his website, Roberts notes that the collapse of the Greek stock market is a warning to Greek authorities that Europe would not make any concessions to the Mediterranean states, or allow for a unilateral improvement of relations with outside powers like Russia. "The warning from the EU and Wall Street is clear: Defy us and we will destroy you," Roberts says.
Roberts notes that when it was publicized that the Greek government would include representatives of the Communist Party, and seek to improve relations with Moscow, the West launched an attack on the Greek stock market indexes and securities markets. "To remind the newly elected Greek government of the whip that is held over Greek financial markets, Greek bond and stock prices were assaulted and driven down," Roberts notes. Thus, the yield on three-year bonds rose by 2.66 points to 16.69 percent, while the Athens Stock Exchange index fell by 9.2 percent –a three year low, resulting in serious problems for banks.

Roberts believes that the Greek debt crisis is being used to confirm the non-sovereign status of the member states of the European Union, and to show that it is the populations of these countries, rather than the banks which lend to them, which are responsible for the debt burden of the state. "And these populations must accept the reduction of their living standards in order to ensure that the banks do not lose any money," the economist notes.
"This is the 'New Democracy.' It is a resurrection of the old feudal order. A few super-rich aristocrats and everyone else serfs obliged to support the ruling order," Roberts argues.
The former Reagan advisor equates the actions of Western banks and governments to those of "marauding raiders", and notes that in the elections, Syriza received 37 percent of the vote, which in his view is not sufficient to support a large-scale campaign against the predatory politics of the West. For the new Greek government, the way out of crisis is collaboration with Russia and with financial institutions offering an alternative to those of the West.
"Can Greece escape from a situation comparable to the European Dark Ages when populations were ravaged by marauding raiders? Perhaps if Greece realigns with Russia and gains financing from BRICS," Roberts notes.
Otherwise, Roberts notes, "accommodation is unlikely to occur, because a reasonable accommodation is not the desire of Washington, the EU, or of Greece's creditors."

Having just written that Greece needs Spartans in order to prevail over its creditors and the EU, the new Greek government is showing signs of being Spartans. Listen to these words from Greece’s new Prime Minister, Alexis Tsipras: “We should not accept or recognize the government of neo-Nazis in Ukraine.” “The EU lacks democracy, and citizens do not believe that their vote can change policy.”
The new Greek government has protested the latest EU denunciation of Russia, saying that the attack on Russia was reported in the media as if the decision was unanimous, whereas in fact, Greece, Slovakia, Hungary and Austria objected. No new sanctions on Russia have been imposed.
The New Greek Foreign Minister Nikos Kotzias said that a provision that would have imposed further sanctions on Russia was removed at Greece’s insistence from the proposals at the meeting. Greece also required that the communique does not directly blame Russia for the conflict in Ukraine
German foreign minister Steinmeier apparently blustered that the EU would lambast Russia with more words if the independent-minded eastern Ukrainians launched an offensive against the defeated forces that took part in Kiev’s latest assault on the Russian provinces of Ukraine. Washington’s puppet state in Ukraine is vulnerable to collapse if Russia permitted the independent-minded provinces a free hand.
One cannot avoid wondering how long EU officials, Merkel, and Cameron can defend the imposition of austerity upon the peoples of Europe before they are hung off of lamp posts. The kind of austerity that is demanded of Greece and other European peoples is the kind that produces revolutions.
The kind of ignorant arrogance that characterizes Washington’s neoconservatives now afflicts the EU leadership. “Let them eat cake” is the cry and the policy.
If the new Greek government adheres to its Red Cloaks and the EU looters do not bend, Greece can turn to the new BRICS bank for its financing and turn its back to the EU. The other southern European countries that are set up for looting could follow. Intransigence on the part of the EU and Greece’s creditors could unleash a Black Swan that could unwind the EU and, consequently, NATO. Peace would descend upon the plundered and war-torn earth.
If the greed and stupidity of Greece’s creditors and the inflexibility of Germany and the EU persist, Washington’s European Empire could crumble. Just like Xerxes’ army.
The Immortals proved to be no more immortal than the Exceptional people have proven to be exceptional. A few Red Cloaks can scatter the lot.
Let’s hope Greece gets on with the job.

Note: Finally the Russian Ministry of Foreign Affairs found the time, energy and personnel to translate this most important statement. They even posted it (thanks to Jonathan Jarvis for the pointer!). And if you detect irritation on my part you are correct - I am frustrated with how incompetent Russians are in anything relating to public information. Anyway,

I have bolded out what I consider to be the most important statements made by Lavrov that day.  I would just like to add the following:

1)  Lavrov is considered very much a "moderate" and his language has always been strictly diplomatic.  So when you read Lavrov, just imagine what folks in other Russian ministries are thinking.

2) Lavrov makes no secret of his view of the USA and of his plans for the future of our planet.  When you read his words, try to imagine what a US Neocon feels and thinks and you will immediately see why the US elites both hate and fear Russia.

3) Finally, Lavrov openly admits that Russia and China have forged an long-term strategic alliance (proving all the nay-sayers who predicted that China would backtstab Russian wrong).  This is, I would argue, the single most important strategic development in the past decade.

4)  Finally, notice the clear contempt which Lavrov has for a pseudo-Christian "West" which dares not speak in defense of persecuted Christians, denies its own roots, and does not even respect its own traditions.

Friends, what we are witnessing before our eyes is not some petty statement about the Ukraine or sanctions, it is the admission by Lavrov of a fundamental "clash of civilizations", but not between some wholly imaginary "Christian West" and Islam, but between Christian Russia and the post-Christian West.

Russia did not want this conflict.  Russia did everything in her power to prevent it.  But the West left Russia no choice and Russia now openly declares her willingness to fight and prevail.

Remarks by Foreign Minister Sergey Lavrov at the XXII Assembly of the Council on Foreign and Defence Policy, Moscow, 22 November 2014

I’m happy to be at this annual Assembly of the Council on Foreign and Defence Policy (Russian abbreviation SVOP). It is always a great pleasure for me to meet people and feel the intellectual potential, which enables the Council, its leaders and representatives to respond to global developments and analyse them. Their analysis is always free from any hysteria, and its members offer well-grounded and solid arguments, taking a step back, since those caught in the midst of events can hardly adopt an unbiased perspective. We are inevitably influenced by the developments, which makes your observations, analysis, discourse and suggestions even more valuable to us.

As far as I know, this year’s Assembly will focus on prospects for accelerating domestic growth in Russia. There is no doubt that concerted efforts by our society as a whole to bring about comprehensive economic, social and spiritual development are a prerequisite for making Russia’s future sustainable. That said, by virtue of my professional duties, I have to focus on foreign policy issues, which are still relevant for the Assembly’s agenda, since in this interconnected, globalised world, isolating internal development from the outside world is impossible.

Russia’s President Vladimir Putin provided a detailed analysis of the international developments at the Valdai Club meeting in Sochi, as well as in his interviews during his trip to Asia. For this reason, I won’t offer any conceptual observations, as everything has already been said. Nevertheless, I would like to share with you some considerations based on our day-to-day foreign policy efforts. It is not my intention to deliver a comprehensive or clear outlook, since at this stage all forecasts are provisional, no matter who makes them. Moreover, diplomats seek to influence developments as they unfold, not contemplate them.

Naturally, I will start with Ukraine. Long before the country was plunged into the crisis, there was a feeling in the air that Russia’s relations with the EU and with the West were about to reach their moment of truth. It was clear that we could no longer continue to put issues in our relations on the back burner and that a choice had to be made between a genuine partnership or, as the saying goes, “breaking pots.” It goes without saying that Russia opted for the former alternative, while unfortunately our Western partners settled for the latter, whether consciously or not. In fact, they went all out in Ukraine and supported extremists, thereby giving up their own principles of democratic regime change. What came out of it was an attempt to play chicken with Russia, to see who blinks first. As bullies say, they wanted to Russia to “chicken out” (I can’t find a better word for it), to force us to swallow the humiliation of Russians and native speakers of Russian in Ukraine.

Honourable Leslie Gelb, whom you know all too well, wrote that Ukraine’s Association Agreement with the EU had nothing to do with inviting Ukraine to join the EU and was aimed in the short term at preventing it from joining the Customs Union. This is what an impartial and unbiased person said. When they deliberately decided to go down the path of escalation in Ukraine, they forgot many things, and had a clear understanding of how such moves would be viewed in Russia. They forgot the advice of, say, Otto von Bismarck, who had said that disparaging the millions-strong great Russian people would be the biggest political mistake.

President Vladimir Putin said the other day that no one in history has yet managed to subjugate Russia to its influence. This is not an assessment, but a statement of fact. Yet such an attempt has been made to quench the thirst for expanding the geopolitical space under Western control, out of a mercantile fear to lose the spoils of what they across the Atlantic had persuaded themselves was the victory in the Cold War.

The plus of today’s situation is that everything has clicked into its place and the calculus behind the West’s actions has been revealed despite its professed readiness to build a security community, a common European home. To quote (singer/song-writer) Bulat Okudzhava, “The past is getting clearer and clearer.” The clarity is becoming more tangible. Today our task is not only to sort out the past (although that must be done), but most importantly, to think about the future.

Talks about Russia’s isolation do not merit serious discussion. I need hardly dwell on this before this audience. Of course, one can damage our economy, and damage is being done, but only by doing harm to those who are taking corresponding measures and, equally important, destroying the system of international economic relations, the principles on which it is based. Formerly, when sanctions were applied (I worked at the Russian mission to the UN at the time) our Western partners, when discussing the DPRK, Iran or other states, said that it was necessary to formulate the restrictions in such a way as to keep within humanitarian limits and not to cause damage to the social sphere and the economy, and to selectively target only the elite. Today everything is the other way around: Western leaders are publicly declaring that the sanctions should destroy the economy and trigger popular protests. So, as regards the conceptual approach to the use of coercive measures the West unequivocally demonstrates that it does not merely seek to change Russian policy (which in itself is illusory), but it seeks to change the regime -- and practically nobody denies this.

President Vladimir Putin, speaking with journalists recently, said that today’s Western leaders have a limited planning horizon. Indeed, it is dangerous when decisions on key problems of the development of the world and humankind as a whole are taken on the basis of short electoral cycles: in the United States the cycle is two years and each time one has to think of or do something to win votes. This is the negative side of the democratic process, but we cannot afford to ignore it. We cannot accept the logic when we are told to resign, relax and take it as a given that everyone has to suffer because there are elections in the United States every two years. This is just not right. We will not resign ourselves to this because the stakes are too high in the fight against terror, the threats of the proliferation of weapons of mass destruction and many bloody conflicts whose negative impact goes far beyond the framework of the corresponding states and regions. The wish to do something to gain unilateral advantages or to endear oneself to the electorate ahead of another election leads to chaos and confusion in international relations.

We hear the daily repeated mantra that Washington is aware of its own exclusiveness and its duty to bear this burden, to lead the rest of the world. Rudyard Kipling spoke about “the white man’s burden.” I hope that this is not what drives Americans. The world today is not white or black, but multi-coloured and heterogeneous. Leadership in this world can be assured not by persuading oneself of one’ exclusiveness and God-given duty to be responsible for everyone, but only by the ability and craft in forming a consensus. If the US partners committed their power to this goal, this would be priceless, and Russia would be actively helping them.

However, so far, US administrative resources still work only in the NATO framework, and then with substantial reservations, and its writ does not reach beyond the North Atlantic Alliance. One proof of this is the results of US attempts to make the world community follow its line in connection with the anti-Russian sanctions and principles. I have spoken about it more than once and we have ample proof of the fact that American ambassadors and envoys across the world seek meetings at the highest level to argue that the corresponding countries are obliged to punish Russia together with them or else face the consequences. This is done with regard to all countries, including our closest allies (this speaks volumes about the kind of analysts Washington has). An overwhelming majority of the states with which we have a continuing dialogue without any restrictions and isolation, as you see, value Russia’s independent role in the international arena. Not because they like it when somebody challenges the Americans, but because they realise that the world order will not be stable if nobody is allowed to speak his mind (although privately the overwhelming majority do express their opinion, but they do not want to do so publicly for fear of Washington’s reprisals).

Many reasonable analysts understand that there is a widening gap between the global ambitions of the US Administration and the country’s real potential. The world is changing and, as has always happened in history, at some point somebody’s influence and power reach their peak and then somebody begins to develop still faster and more effectively. One should study history and proceed from realities. The seven developing economies headed by BRICS already have a bigger GDP than the Western G7. One should proceed from the facts of life, and not from a misconceived sense of one’s own grandeur.

It has become fashionable to argue that Russia is waging a kind of “hybrid war” in Crimea and in Ukraine. It is an interesting term, but I would apply it above all to the United States and its war strategy – it is truly a hybrid war aimed not so much at defeating the enemy militarily as at changing the regimes in the states that pursue a policy Washington does not like. It is using financial and economic pressure, information attacks, using others on the perimeter of a corresponding state as proxies and of course information and ideological pressure through externally financed non-governmental organisations. Is it not a hybrid process and not what we call war? It would be interesting to discuss the concept of the hybrid war to see who is waging it and is it only about “little green men.”

Apparently the toolkit of our US partners, who have become adept at using it, is much larger.

In attempting to establish their pre-eminence at a time when new economic, financial and political power centres are emerging, the Americans provoke counteraction in keeping with Newton’s third law and contribute to the emergence of structures, mechanisms, and movements that seek alternatives to the American recipes for solving the pressing problems. I am not referring to anti-Americanism, still less about forming coalitions spearheaded against the United States, but only about the natural wish of a growing number of countries to secure their vital interests and do it the way they think right, and not what they are told “from across the pond.” Nobody is going to play anti-US games just to spite the United States. We face attempts and facts of extra-territorial use of US legislation, the kidnapping of our citizens in spite of existing treaties with Washington whereby these issues are to be resolved through law enforcement and judicial bodies.

According to its doctrine of national security, the United States has the right to use force anywhere, anytime without necessarily asking the UN Security Council for approval. A coalition against the Islamic State was formed unbeknownst to the Security Council. I asked Secretary of State John Kerry why have not they gone to the UN Security Council for this.

He told me that if they did, they would have to somehow designate the status of Syria’s President Bashar al-Assad. Of course, they had to because Syria is a sovereign state and still a member of the UN (no one excluded it from UN membership). The secretary of state said it was wrong because the United States is combating terrorism and the al-Assad regime is the most important factor that galvanises terrorists from around the world and acts as a magnet attracting them to this region in an attempt to overthrow the Syrian regime.

I believe this is perverse logic. If we are talking about precedents (the United States adheres to case law), it is worth remembering the chemical disarmament in Syria when the Assad regime was a completely legitimate partner of the United States, Russia, the OPCW and others. The Americans maintain talks with the Taliban as well. Whenever the United States has an opportunity to benefit from something, it acts quite pragmatically. I’m not sure why the ideologically-driven position took the upper hand this time and the United States chose to believe that Assad cannot be a partner. Perhaps, this is not so much an operation against the Islamic State as paving the way for toppling al-Assad under the guise of a counter-terrorist operation.

Francis Fukuyama recently wrote the book, Political Order and Political Decay, in which he argues that the efficiency of public administration in the United States is declining and the traditions of democratic governance are gradually being replaced with feudal fiefdom ruling methods. This is part of the discussion about someone who lives in a glass house and throws stones.

All of this is happening amid the mounting challenges and problems of the modern world. We are seeing a continued "tug of war" in Ukraine. Trouble is brewing on the south border of the EU. I don’t think the Middle Eastern and North African problems will go away all by themselves. The EU has formed a new commission. New foreign actors have emerged, who will face a serious fight for where to send their basic resources: either for the continuation of reckless schemes in Ukraine, Moldova, etc., within the Eastern Partnership (as advocated by an aggressive minority in the EU), or they will listen to the Southern European countries and focus on what’s happening on the other side of the Mediterranean.

This is a major issue for the EU.

So far, those who are not guided by real problems, but rather by a desire to quickly grab things from freshly turned up ground. It is deplorable. Exporting revolutions – be they democratic, communist or others – never brings any good.

State, public and civilisational structures are actually disintegrating in the MENA region. The destructive energy released in the process can scorch states that are located far beyond this region. Terrorists (including the Islamic State) are claiming a national status. Moreover, they are already beginning to create quasi-governmental bodies there that engage in the administrative work.

On this backdrop, minorities, including Christians, are banished. In Europe, these issues are deemed not politically correct. They are ashamed when we invite them to do something about it together at the OSCE. They wonder why would we focus specifically on Christians? How is that special? The OSCE has held a series of events dedicated to keeping memories about the Holocaust and its victims alive. A few years ago, the OSCE started holding events against Islamophobia. We will be offering an analysis of the processes leading to Christianophobia.

On 4-5 December, OSCE ministerial meetings will be held in Basel, where we will present this proposal. The majority of EU member states elude this topic, because they are ashamed to talk about it. Just as they were ashamed to include in what was then the EU constitution drafted by Valery Giscard d'Estaing a phrase that Europe has Christian roots.

If you don’t remember or respect your own roots and traditions, how would you respect the traditions and values of other people? This is straightforward logic. Comparing what’s happening now in the Middle East to a period of religious wars in Europe, Israeli political scientist Avineri said that the current turmoil is unlikely to end with what the West means when it says “democratic reforms.”

The Arab-Israeli conflict is dead in the water. It's hard to play on several boards at a time. The Americans are trying to accomplish this, but it doesn’t work for them. In 2013, they took nine months to sort out the Israeli-Palestinian conflict. I will not go into the reasons, they are known, but they failed at this as well. Now, they asked for more time to try to achieve some progress before the end of 2014, so that the Palestinians wouldn’t go to the UN and sign the Statute of the International Criminal Court, etc. Suddenly, it transpired that negotiations on Iran are underway. The US State Department dumped Palestine to focus on Iran.

US Secretary of State John Kerry and I agreed to talk on this subject some time soon. It’s important to understand that you can’t keep the problem of the Palestinian state deeply frozen forever. Failure to resolve it for nearly 70 years has been a major argument of those who recruit extremists in their ranks, “there’s no justice: it was promised to create two states; the Jewish one was created, but they will never create an Arab state.” Used on a hungry Arab street, these arguments sound quite plausible, and they start calling for a fight for justice using other methods.

Russian President Vladimir Putin said at the Valdai Club meeting in Sochi that we need a new version of interdependence. This was a very topical statement. The leading powers must return to the negotiating table and agree on a new framework that takes into account the basic legitimate interests of all the key parties (I can’t tell you what it should be called, but it should be based on the UN Charter), to agree on reasonable self-imposed restrictions and collective risk management in a system of international relations underpinned by democratic values. Our Western partners promote respect for the rule of law, democracy and minority opinion within countries, while failing to stand up for the same values in international affairs. This leaves Russia as a pioneer in promoting democracy, justice and rule of international law. A new world order can only be polycentric and should reflect the diversity of cultures and civilisations in today’s world.

You are aware of Russia’s commitment to ensuring indivisibility of security in international affairs and holding it in international law. I won’t elaborate on this.

I would like to support the point the SVOP has been making that Russia won’t succeed in becoming a major, successful and confident power of the 21st century without developing its eastern regions. Sergei Karaganov was among the first to conceptualise this idea, and I fully agree. Taking Russia’s relations with the Asia Pacific countries to a new level is an absolute priority. Russia worked along these lines at the Beijing APEC meeting and the G20 forum. We will continue moving in this direction in the new environment created by the upcoming launch of the Eurasian Economic Union (EAEU) on 1 January 2015.

We have been treated as “subhumans.” For over a decade, Russia has been trying to establish partnership ties with NATO through CSTO. These efforts were not just about putting NATO and CSTO “in the same league.” As a matter of fact, CSTO is focused on catching drug dealers and illegal migrants around the Afghan border, and the North-Atlantic Treaty Organisation is the backbone of the international security forces, which, among other things, were tasked with fighting the terrorist threat and eliminating its financing schemes, which involve drug trafficking. We tried everything: we pleaded and then demanded real-time contact, so that once NATO detects a caravan transporting drugs and is unable to stop it, it alerts us across the border, so that this caravan could be intercepted by CSTO forces. They simply refused to talk to us. In private conversations, our NATO well-wishers (and I actually mean this in the positive way) told us that the alliance can’t view CSTO as an equal partner for ideological reasons. Until recently, we saw the same condescending and arrogant attitude with respect to the Eurasian economic integration. And that despite the fact that countries intending to join the EAEU have much more in common in terms of their economies, history and culture than many EU members. This union is not about creating barriers with anyone. We always stress how open this union is expected to be. I strongly believe that it will make a significant contribution to building a bridge between Europe and Asia Pacific.

I can’t fail to mention Russia’s comprehensive partnership with China. Important bilateral decisions have been taken, paving the way to an energy alliance between Russia and China. But there’s more to it. We can now even talk about the emerging technology alliance between the two countries. Russia’s tandem with Beijing is a crucial factor for ensuring international stability and at least some balance in international affairs, as well as ensuring the rule of international law. We will make full use of our relations with India and Vietnam, Russia’s strategic partners, as well as the ASEAN countries. We are also open to expanding cooperation with Japan, if our Japanese neighbours can look at their national interests and stop looking back at some overseas powers.

There is no doubt that the European Union is our largest collective partner. No one intends to “shoot himself in the foot” by renouncing cooperation with Europe, although it is now clear that business as usual is no longer an option. This is what our European partners are telling us, but neither do we want to operate the old way. They believed that Russia owed them something, while we want to be on an equal footing. For this reason, things will never be the same again. That said, I’m confident that we will be able to overcome this period, lessons will be learned and a new foundation for our relations will emerge.


The idea of creating a single economic and humanitarian space from Lisbon to Vladivostok can now be heard here and there and is gaining traction. Germany’s Foreign Minister, Frank-Walter Steinmeier, has said publicly (while we have been saying it for a long time) that the EU and the EAEU should engage in dialogue. The statement President Vladimir Putin made in Brussels in January 2014, when he proposed the first step by launching negotiations on a free-trade zone between the EU and the Customs Union with an eye on 2020, is no longer viewed as something exotic. All of this has already become part of diplomacy and real politics. Although this is so far only a matter of discussion, I strongly believe that we will one day achieve what is called “the integration of integrations.” This is one of the key topics we want to promote within the OSCE at the Ministerial Council in Basel. Russia is about to assume BRICS and SCO presidency. The two organisations will hold their summits in Ufa. These are very promising organisations for the new age. They are not blocks (especially BRICS), but groups where members share the same interests, representing countries from all continents that share common approaches regarding the future of the global economy, finance and politics.

How to Lead a Coalition and Avoid a Global Conflict

Summary: The world needs a coalition of sound forces advocating stability – a global anti-war coalition with a positive plan for rearranging the international financial and economic architecture on the principles of mutual benefit, fairness, and respect for national sovereignty.

U.S. actions in Ukraine should be classified not only as hostile with regard to Russia, but also as targeting global destabilization. The U.S. is essentially provoking an international conflict to salvage its geopolitical, financial, and economic authority. The response must be systemic and comprehensive, aimed at exposing and ending U.S. political domination, and, most importantly, at undermining U.S. military-political power based on the printing of dollars as a global currency.

The world needs a coalition of sound forces advocating stability —in essence, a global anti-war coalition with a positive plan for rearranging the international financial and economic architecture on the principles of mutual benefit, fairness, and respect for national sovereignty.

CURBING THE ARBITRARINESS OF RESERVE CURRENCY ISSUERS

This coalition could be comprised of large independent states (BRICS); the developing world (most of Asia, Africa, and Latin America), which has been discriminated against in the current global financial and economic system; CIS countries interested in balanced development without conflicts; and those European nations not prepared to obey the disparaging U.S. diktat. The coalition should take measures to eliminate the fundamental causes of the global crisis, including:
the uncontrolled issuance of global reserve currencies, which allows issuers to abuse their dominant position, thus increasing disproportions and destructive tendencies in the global financial and economic system;
the inability of existing mechanisms regulating banking and financial institutions to ward off excessive risks and financial bubbles;
an exhausted potential for growth within the prevailing technology-based economic system and lack of conditions for creating a new one, including insufficient investment for the broad use of basic technological solutions.
Conditions must be created to allow the national fiscal authorities to lend money for building an economy based on new technologies and carrying out economic modernization, and to encourage innovation and business activities in areas of potential growth. The issuers of reserve currencies must guarantee their stability by capping the national debt and payment and trade balance deficits. Also, they will have to use transparent mechanisms for issuing currencies and ensure free exchange for all assets trading in their countries.

Another important requirement issuers of global reserve currencies should meet is compliance with fair rules of competition and non-discriminatory access to financial markets. Other countries observing similar restrictions should be able to use their national currencies as an instrument of foreign trade and currency and financial exchanges, and allow their use as reserve currencies by partner countries. It would be advisable to group national currencies seeking the status of global or regional reserves into several categories depending on the issuers’ compliance with certain standards.

In addition to introducing rules for issuers of global reserve currencies, measures should be taken to strengthen control over capital flows to prevent speculative attacks that destabilize international and national currency and financial systems. Members of the coalition will need to forbid transactions with offshore jurisdictions and make refinancing inaccessible to banks and corporations created with offshore residents. The currencies of countries that fail to follow these rules should not be used in international settlements.

A major overhaul of international financial institutions is necessary to ensure control over the issuers of global reserve currencies. Participating countries must be represented fairly, on objective criteria, such as their share in global production, trade, and finances; their natural resources; and population. The same criteria should be applied to an emerging basket of currencies for new SDRs (Special Drawing Rights) that can be used as a yardstick for determining the value of national currencies, including reserve currencies. Initially, the basket could contain the currencies of those coalition members that agree to observe these rules.

Such ambitious reforms will require proper legal and institutional support. To this end, the coalition’s decisions should be given the status of international commitments; and UN institutions, relevant international organizations, and all countries interested in reforms should be broadly involved.

In order to encourage application of socially important achievements of a new technological mode globally, countries will have to devise an international strategic planning system of socio-economic development. It should provide long-term forecasts for scientific and technological development; define prospects for the global economy, regional associations and leading countries; look for ways to overcome disproportions, including development gaps between industrialized and emerging economies; and set development priorities and indicative targets for international organizations.

The U.S. and other G7 countries will most likely reject the above proposals for reforming the international currency and financial system without discussion out of fear that they could undermine their monopoly, which allows them to issue world currencies uncontrollably. While reaping enormous benefits from this system, leading Western countries limit access to their own assets, technologies, and labor by imposing more and more restrictions.

If the G7 refuses to “make room” in the governing agencies of international financial organizations for the anti-war coalition, the latter should master enough synergy to create alternative global regulators.

The BRICS could serve as a prototype and take the following measures to maintain economic security:

  • create a universal payment system for BRICS countries and issue a common payment card that would incorporate China’s UnionPay, Brazil’s ELO, India’s RuPay, and Russian payment systems;
  • build an interbank information exchange system similar to SWIFT and which is independent from the United States and the European Union;
  • establish its own rating agencies.


RUSSIA AS UNWILLING LEADER

Russia will have a leading role in building a coalition against the U.S. since it is most vulnerable and will not succeed in the ongoing confrontation without such an alliance. If Russia fails to show initiative, the anti-Russian bloc currently being created by the U.S. will absorb or neutralize Russia’s potential allies. The war against Russia the U.S. is inciting in Europe may benefit China, because the weakening of the U.S., the European Union, and Russia will make it easier for Beijing to achieve global leadership. Also, Brazil could give in to U.S. pressure and India may focus on solving its own domestic problems.

Russia has as much experience of leadership in world politics as the U.S. It has the necessary moral and cultural authority and sufficient military-technical capabilities. But Russian public opinion needs to overcome its inferiority complex, regain a sense of historical pride for the centuries of efforts to create a civilization that brought together numerous nations and cultures and which many times saved Europe and humanity from self-extermination. It needs to bring back an understanding of the historical role the Russian world played in creating a universal culture from Kievan Rus’, the spiritual heir to the Byzantine Empire, to the Russian Federation, the successor state of the Soviet Union and the Russian Empire. Eurasian integration processes should be presented as a global project to restore and develop the common space of nations from Lisbon to Vladivostok, and from St. Petersburg to Colombo, which for centuries lived and worked together.

A SOCIAL-CONSERVATIVE SYNTHESIS

A new world order could be based on a concept of social-conservative synthesis as an ideology that combines the values of world religions with the achievements of the welfare state and the scientific paradigm of sustainable development. This concept should be used as a positive program for building an anti-war coalition and establishing universally understandable principles for streamlining and harmonizing social, cultural, and economic relations worldwide.

International relations can be harmonized only on the basis of fundamental values shared by all major cultures and civilizations. These values include non-discrimination (equality) and mutual acceptance, a concept declared by all confessions without dividing people into “us” and “them.” These values can be expressed in notions of justice and responsibility, and in the legal forms of human rights and freedoms.

The fundamental value of an individual and equality of all people irrespective of their religious, ethnic, class, or other background must be recognized by all confessions. This stems, at least in monotheistic religions, from the perception of the unity of God and the fact that every faith offers its own path to salvation. This outlook can eliminate violent religious and ethnic conflicts and permit every individual to make a free choice. But there must be legal mechanisms in place to enable confessions to participate in public life and resolve social conflicts.

This approach will help neutralize one of the most destructive means of chaotic global warfare employed by the U.S.—the use of religious strife to incite religious and ethnic conflicts that develop into civil and regional wars.

The role of religion in molding international politics will provide the moral and ideological basis for preventing ethnic conflicts and resolving ethnic contradictions using national social policy instruments. Various religions can also be engaged in charting social policy, thus providing a moral framework for government decisions, restraining the attitude of permissiveness and laxity that dominates the minds of the ruling elites in developed countries, and bringing back an understanding of the authorities’ social responsibility to society. As the shaken values of the welfare state gain strong ideological support, political parties will have to acknowledge the importance of moral restrictions that protect the basic principles of human life.

The concept of social-conservative synthesis will lay the ideological groundwork for reforming international currency, financial, and economic relations on the principles of fairness, mutual respect for national sovereignty, and mutually advantageous exchanges. This will require certain restrictions on the freedom of market forces that constantly discriminate against most people and countries by limiting their access to wealth.

Liberal globalization has undermined the ability of countries to influence the distribution of national income and wealth. Transnational corporations uncontrollably move resources that were previously controlled by national governments. The latter have to trim back social security in order to keep their economies attractive to investors. State social investments, the recipients of which no longer have a national identity, have lost their potency. As the U.S.-centered oligarchy gets hold of an increasingly greater part of income generated by the global economy, the quality of life is dwindling in open economies and the gap in access to public wealth is widening. In order to overcome these destructive tendencies, it will be necessary to change the entire architecture of financial and economic relations and restrict the free movement of capital. This should be done in order to prevent transnationals from evading social responsibility, on the one hand, and to even out social policy costs shared by national states, on the other.

The former means eliminating offshore jurisdictions, which help evade tax obligations, and recognizing the nation states’ right to regulate transborder movement of capital. The latter would mean establishing minimal social criteria to ensure accelerated improvement of social security in relatively poor countries. This can be done by creating international mechanisms for balancing out living standards, which, in turn, will require proper funding.

Acting along the concept of a social-conservative synthesis, the anti-war coalition could move to reform the global social security system. A fee of 0.01 percent of currency exchange operations could provide funding for international mechanisms designed to even out living standards. This fee (of up to $15 trillion a year) could be charged under an international agreement and national tax legislation, and transferred to the authorized international organizations which include the Red Cross (prevention of and response to humanitarian catastrophes caused by natural disasters, wars, epidemics, etc.); the World Health Organization (prevention of epidemics, reduction of infantile mortality, vaccination, etc.); ILO (global monitoring of compliance with safety regulations and labor legislation, including wages not less than the subsistence level and a ban on the use of child and compulsory labor; labor migration); the World Bank (construction of social infrastructure facilities – water supply networks, roads, waste water disposal systems, etc.); UNIDO (transfer of technologies to developing countries); and UNESCO (support of international cooperation in science, education and culture, cultural heritage protection). Spending should be made according to the budgets approved by the UN General Assembly.

Another task to tackle is the creation of a global environmental protection system financed by polluters. This can be done by signing an international agreement establishing across-the-board fines for pollution and earmark them for environmental protection under national legislation and under the supervision of an authorized international organization. Part of this money should be committed to global environmental activities and monitoring. An alternative mechanism can be based on trade in pollution quotas under the Kyoto Protocol.

An important aspect is the creation of a global system for eliminating illiteracy and ensuring public access to information and modern education throughout the world. This will require standardizing minimum requirements for comprehensive primary and secondary education and subsidizing underdeveloped countries with revenue generated by the tax mentioned above. There must be a universally accessible system of higher education services provided by leading universities in major industrialized countries. The latter could assign admission quotas for foreign students selected through international contests and paid for from the same source. Simultaneously, the participating universities could set up a global system of free distance learning for all individuals with secondary education. UNESCO and the World Bank could commit themselves to creating and supporting the necessary information infrastructure, while drawing funds from the same source.

ANTI-CRISIS HARMONIZATION OF THE WORLD ORDER

The growing gap between rich and poor countries is threatening the development and the very existence of humanity. The gap is created and sustained by national institutions in the U.S. and allied countries that arrogate certain international economic exchange functions proceeding from their own interests. They have monopolized the right to issue the world’s currency and use the revenue for their own benefit, giving their banks and corporations unlimited access to loans. They have monopolized the right to establish technical standards, thus maintaining technological supremacy of their industry. They have imposed upon the world their own international trade rules that require all other countries to open up their markets and limit substantially their own ability to influence the competitiveness of their national economies. Finally, they have forced the majority of countries to open up their capital markets, thus ensuring the domination of their own financial tycoons, who keep multiplying their wealth by exercising a currency monopoly.

It is impossible to ensure a sustainable and successful socio-economic development without eliminating the monopoly on international economic exchange used for private or national interests. Global and national restrictions can be imposed to support sustainable development, harmonizing global public affairs, and eliminating discrimination in international economic relations.

In order to ward off a global financial catastrophe, urgent measures need to be taken to create both a new, safe, and efficient currency and a financial system based on the mutually advantageous exchange of national currencies. This new system would exclude the appropriation of global seniority in private or national interests.

To level out socio-economic development opportunities, emerging economies need free access to new technologies, conditioned on their promise not to use them for military purposes. Countries that agree to such restrictions and open up information about their defense budgets will be exempted from international export control constraints and receive assistance in acquiring new developmental technologies.

An international mechanism to prevent multinational companies from abusing their monopoly power on the market could ensure fair competition. The WTO could exercise anti-trust control under a special agreement binding for all member states. This would allow economic entities to demand elimination of monopoly power abuses by transnational corporations and seek compensation for losses from such abuses by imposing sanctions against the entities at fault. Apart from overstated or understated prices, quality falsifications, and other typical examples of unfair competition, the payment of wages below the ILO-defined minimum regional subsistence level should also be regarded as an abuse. In addition, there should be reasonable price regulation for the products and services of global and regional natural monopolies.

Because of unequal economic exchanges, countries should be allowed to retain the right to regulate their national economies in order to equalize socio-economic development levels. In addition to WTO mechanisms protecting domestic markets from unfair foreign competition, such equalizing measures could also be achieved by encouraging scientific and technological progress and providing state support to innovation and investment activities; establishing a state monopoly on the use of natural resources; introducing currency controls to limit capital flight and prevent speculative attacks on national currencies; retaining government control over strategic industries; and using other mechanisms to boost competitiveness.

Fair competition in the IT sector is essential. Access to the global information networks must be guaranteed to all people throughout the world as both information consumers and suppliers. This market can be kept open by using stringent antitrust restrictions that will not allow any one country or group of countries to become dominant.

To ensure that all parties to the global economic exchange observe international and national rules, there must be penalties for violators under an international agreement that would enforce court rulings regardless of their national jurisdiction. However, one should be able to appeal a ruling in an international court whose judgment will be binding on all states.

Binding rules and penalties for non-compliance (alongside penalties for breaking national laws) would give international agreements priority over national legislation. Countries that break this principle should be restricted from participating in international economic activities by excluding their national currencies from international settlements, imposing economic sanctions against residents, and limiting those operations on international markets.

In order to enforce all of these fundamental changes in international relations, a strong coalition will have to be created, capable of overcoming the resistance of the U.S. and G7 countries, which reap enormous benefits from their dominance on global markets and in international organizations. This coalition should be ready to use sanctions against the U.S. and other countries that refuse to recognize the priority of international obligations over national regulations. Rejecting the U.S. dollar in international settlements would be the most effective way to coerce the U.S. into being cooperative.

The anti-war coalition should offer a peaceful alternative to the arms race as a means of encouraging a new round of technological development. This alternative would lie in broad international cooperation geared towards solving global problems that require concentration of resources for creating cutting-edge technologies. For example, there is no ready-made solution to protect the planet from threats stemming from deep space. Developing such solutions will require technological breakthroughs that can be achieved by combining the efforts of leading countries and by sharing costs.

The paradigm of sustainable development rejects war as such. Instead of confrontation and rivalry, it is based on cooperation and collaboration as a means of concentrating resources in promising areas of scientific and technological research. Unlike the arms race provoked by geopolitics, it can provide a better scientific and organizational basis for managing a new technological mode. The latter will drive the development of healthcare, education, and culture, which can hardly be spurred by defense expenditures. These non-productive sectors and science will account for as much as a half of GDP in major industrialized countries in upcoming years. Therefore, a forward-looking solution would include shifting the focus of government attention from defense spending to humanitarian programs, primarily in medicine and bioscience. Since the state pays more than half of health, education, and science expenditures, such a shift would facilitate systematic management of socio-economic development and curb destructive trends.

A new election cycle will begin in the U.S. in 2017 that is likely to be underscored by anti-Russian rhetoric as the ideological basis for the world war Washington is trying to unleash in a bid to retain its power. By that time, the crisis in the American financial system may have resulted in budget spending cuts, devaluation of the dollar, and declining living standards.

Domestic problems and foreign policy crises will cause the U.S. government to ramp up its aggressive tactics, while at the same time weakening its positions. If Russia mobilizes its intellectual, economic, and military potential, it will have a chance to get through conflicts in 2015-2018 in view of the fact that the U.S. and its allies will still not be prepared for direct aggression.

Russia will face the most dangerous period in the early 2020s when industrialized countries and China are expected to begin their technological modernization and the U.S. and other Western countries will emerge from financial depression and make a technological leap forward. But Russia may dramatically fall behind technologically and economically in 2021-2025, which will impair its defense capabilities and spur internal social and ethnic conflicts in much the same way as what happened in the Soviet Union in the late 1980s. These conflicts will be fomented both from outside and inside, using social inequality, development gaps between regions, and economic problems. In order to avoid the worst possible scenario leading to the disintegration of the country, Russia will need to adopt a systemic domestic and foreign policy for strengthening national security, ensuring economic independence, improving international competitiveness, boosting economic development, mobilizing society, and upgrading the defense industry.


By 2017, when the U.S. starts threatening Russia openly and on all fronts, the Russian army should have modern and effective weapons, Russian society should be consolidated and confident of its strength, intellectuals should be in control of the new technological mode, the economy should be growing, and Russian diplomacy should succeed in building a broad-based anti-war coalition capable of pooling efforts in order to stop American aggression.
