A Ukrainian strike has hit a reactor fuel storage at the Russian-controlled Zaporozhye nuclear power plant, local authorities said on Monday. 

The roof of the building has been damaged as a result of the attack, Vladimir Rogov, the spokesman for Zaporozhye Region’s administration, said on Telegram. 

He also posted a photo of a hole in the roof that was supposedly caused by the strike. 

The affected storage facility holds fresh nuclear fuel for the reactors of the plant, which is the largest in Europe. Russia said earlier that a Ukrainian drone targeting the nuclear facility had been shot down.

Moscow has repeatedly accused Kiev's forces of targeting the Zaporozhye nuclear power plant – which has been under Russian control since March, but operated by Ukrainian staff – with artillery and ‘kamikaze’ drones.

It warned that those attacks could trigger a disaster that would eclipse the 1986 Chernobyl incident. Radioactive material could potentially reach Poland, Slovakia, Romania, Moldova, Belarus, and even Germany in a worst-case scenario. 

Ukraine, meanwhile, has claimed that the Russian forces have turned the nuclear plant into a military base and that they’ve been shelling the facility themselves to pin the blame on Kiev. 

Russia has repeatedly denied those accusation and urged for international inspectors to visit the site to assess the situation for themselves. 

Earlier on Monday, International Atomic Energy Agency head Rafael Grossi announced that such a mission will take pace after all, with IAEA specialists expected to arrive at the Zaporozhye plant this week.

MELITOPOL (Sputnik) - A possible accident at the Zaporozhye nuclear power plant (ZNPP) resulting from the shelling carried out by the Ukrainian military could be comparable in consequences to the Chernobyl and Fukushima nuclear disasters, the head of the regional military-civil administration Yevgeny Balitsky told Sputnik.

"In the event of radiation release, the consequences will be catastrophic not only for the Zaporozhye region. It will be a situation equivalent to what happened at the Chernobyl nuclear power plant and in Fukushima," Balitsky said.

"Experts believe that if the backup diesel generators and mobile pumps fail, the core will overheat, as a result of which the reactor plant will collapse, radioactive substances will be released into the atmosphere, and then they will spread hundreds of kilometers away."

He warned that a possible accident at ZNPP, resulting from the constant shelling by Ukrainian troops, could become a catastrophe for Europe, and radiation could spread to the Crimean Canal and the Black Sea.

"The Chernobyl accident affected dozens of countries, and the Zaporozhye nuclear power plant is the largest in Europe, so everyone should be aware of this," Balitsky told Sputnik.

The Russian Defense Ministry said on Sunday that the Zaporozhye nuclear power plant had been shelled again by Ukrainian troops. Three shells fell in the area of a special building of the ZNPP, which stores new TVEL nuclear fuel and solid radioactive waste. One shell fell next to the ZNPP's sixth power unit, and five others landed opposite a pumping station, which provides cooling for one of the reactors.

MOSCOW, December 29 (Sputnik) — Radiation levels at the Zaporizhia nuclear power plant are 14 times higher than normal, according to DPR representative Denis Pushilin cited by LifeNews.

The DPR official claims that the radiation spike was caused by a failed attempt to replace Russian-made fuel rods with US components.

He pointed out that a similar incident had previously occurred at the Temelin nuclear power plant in Czech Republic, prompting the station to switch to Russian-supplied nuclear fuel.

Representatives of the Ukrainian state nuclear corporation, Energoatom, denied Pushilin’s claims and declared that currently, radiation levels at the Zaporizhia nuclear power plant and in its vicinity are within acceptable parameters.hanbe, capital of the Central Asian republic of Tajikistan

One of the reactors at the Zaporizhia Nuclear Power Plant has automatically shut down after a glitch. This is the second halt in operations in recent weeks at the plant in Ukraine’s southeast, which covers at least one fifth of the country’s power needs.
Unit 6 at Zaporizhzhya NPP was disconnected from the network by the automatic system that prevents damage to the generator. The reactor is running at 40 percent of nominal power,” the plant’s official website says stressing that radiation at the facility is equal to the natural background, which is 8-12 microroentgen/hour.
This accident took place on Sunday morning at 05:59 am local time (03:59 GMT). Causes are still being investigated, while the Energy Ministry hopes to restart the unit in the coming days. The remaining five reactors continue to generate an estimated 4,530 MW.
The previous incident at Zaporizhia NPP happened on November 28, but the fact went public five days later, when Ukraine’s Prime Minister Arseny Yatsenyuk revealed it during the first session of his new cabinet.

Of course, there is no way to actually know what is happening on the ground as the NPP is located close enough to the "fog of war", that its status, and updates thereof, could merely be part of the fog of war. That said, if there is an unspoken message here by Ukraine, which recently handed over its gold to unknown "Western" interests, and suddenly feels neglected by its western allies (as its central bank head is about to find out personally), it is targeted directly at the IMF: "hand over more loans, or the nuclear power plant gets it."

Zaporizhia is the largest nuclear power plant not only in Ukraine, but also in Europe and also the fifth largest NPP in the world. It is on the bank of the Kakhovka water reservoir on the Dnieper River, some 200 kilometers from the rebel Donetsk region.

Ukraine’s four nuclear power plants constitute a huge part of the country's energy system. Fifteen nuclear reactors produce at least 50 percent (over 13 megawatt) of all electric power in Ukraine. Zaporizhia NPP alone produces up to 22 percent of all electricity generated in the country.

National energy company Ukrenergo has launched emergency power cuts all over the country to help sustain energy. Consumers are experiencing blackouts that last for hours every day. Ukrainian enterprises are forced to limit their energy consumption and to switch to night production.
Kiev authorities have been refusing to buy coal from the Donetsk and Lugansk regions, as they don’t want to sponsor” the rebels, and instead turned to other countries. Those attempts were unsuccessful due to general inability to pay or the fact that the supplied coal didn’t fit Ukraine’s energy production.

On Saturday, the Russian president’s spokesman said Russia will supply coal and electricity to Ukraine without prepayment.

Then the news came that Kiev had signed a new deal with America’s leading nuclear fuel producer, Westinghouse Electric Company, instead of the Russian TVEL company that has been supplying fuel rods to Ukraine for years. This was done despite the fact that using US fuel rods was banned in 2012 due to dangerous incompatibility.

In August, Greenpeace expressed concern that Zaporizhia NPP is vulnerable to ‘direct bombardment’ in Ukraine if caught in the conflict.

Energy Minister of Ukraine V.Demchishin urged Ukrainians to save electricity: include using washing machines only at night. "If you can wash and do the ironing at night, it will greatly help the system. These steps will enable us to avoid blackouts, balance the system and solve the problem in the near future".

Глава Минэнерго Украины В.Демчишин призвал украинцев экономить электричество: включать стиральные машины только ночью. "Если есть возможность погладить и постирать в ночное время, это очень поможет системе. Такие шаги дадут нам возможность избежать отключений, сбалансировать систему и решить эту проблему в ближайшее время".

However, the political situation imposes restrictions on interaction and their own Ukrainian nuclear scientists will be difficult to overcome, "- said the academician Menshikov.

In the next three years ( 2015 to 2017 ), similar procedures have to be carried out in respect of the second, third and fourth blocks, respectively. In the 2019 year will be the turn of the fifth unit of Zaporizhzhya NPP. This situation, according to experts NSN , can become very difficult for Ukraine, not only in terms of finance.

В то же время заявления о проведении на третьем блоке планового ремонта эксперт назвал ложью, потому что в зимний период на объектах энергогенерации ничего подобного не проводят.

«В нынешнем году это уже четвертое аварийное отключение третьего энергоблока Запорожской АЭС – самой активно эксплуатируемой и едва ли не самой изношенной на Украине, - заявил НСН Валерий Меньшиков. – В целом ситуация на Запорожской АЭС не очень хорошая. Это самая большая станция в Европе. Она имеет шесть энергоблоков, но введены в эксплуатацию они были в 84-86-х годах прошлого века. То есть у первого блока уже в декабре этого года заканчивается 30-летний плановый эксплуатационный срок. Его надо продлевать. Продление же эксплуатационного срока реакторов представляет собой целую процедуру, включающую модернизацию с последующей выдачей лицензии на продолжение работы. Во всем мире это занимает достаточно долгое время. А поскольку эти реакторы были сделаны еще в СССР, то все работы по модернизации должны выполняться вместе с разработчиками, то есть вместе с российскими специалистами, у которых есть все чертежи и необходимая документация. Однако политическая обстановка накладывает ограничения по взаимодействию, а своими силами украинским атомщикам будет сложно справиться», - считает академик Меньшиков.

В последующие три года (с 2015 по 2017) аналогичные процедуры придется проводить в отношении второго, третьего и четвертого блоков соответственно. В 2019 году настанет очередь пятого блока Запорожской АЭС. Эта ситуация, по словам эксперта НСН, может стать для Украины весьма сложной не только в плане финансов.

«В Литве, например, в 2009 году остановили атомную станцию под политическим давлением Европы. Как только страна вступила в ЕС, Игналинскую АЭС было велено закрыть. Конечно, это сложно сделать быстро, до сих пор там идет только начальная стадия работ по остановке. Точно также, если и Украина будет сближаться с ЕС, европейские политики и брюссельские чиновники будут настаивать на закрытии Запорожской АЭС по причине того, что проектный срок реакторов вышел», - не исключает Валерий Меньшиков.

Добавим, всего на Украине четыре атомных станции с 15-ю энергоблоками. Сейчас кроме Запорожской в ремонте находятся первый и второй энергоблоки Хмельницкой АЭС. Украинскими специалистами было заявлено, что по итогам этого года выработка на украинских АЭС составит около 50% от потребляемой в стране электроэнергии. В России этот показатель равен в среднем 17%.

Тем временем, на Украине продолжается люстрационная «зачистка», которая не обошла стороной и атомную отрасль. Одним из первых был уволен глава Государственного агентства по управлению зоной отчуждения ЧАЭС Владимир Холоша. Российские специалисты не исключают, что такой подход может создать в атомной отрасли Украины дополнительные проблемы.
