Is there a danger of a Chinese EMP attack on America

This is obviously a fear of the American Right. I will post this 

as is although I am dubious about it.

I see America's problems as mainly internally-driven and that Russia and China, although they will be following with interest are unlikely to have designs on the country.

But, I've been wrong plenty of times before.
